Libearty Sanctuary is waiting for him

Baloo cannot be released into the wild after 25 years in captivity, but a better future is within reach.

The Libearty Bear Sanctuary near Zărnești, Romania, offers 69 hectares of forest, lakes, and meadows, where more than 120 rescued bears roam freely. There, Baloo would receive proper nutrition, veterinary care, enrichment, and the company of other bears.

Urge the authorities to take immediate action.

Why is Baloo still trapped?

  • 2005 - Keeping wild animals, including brown bears, in private ownership became illegal.
  • 2023 - 180,000 people signed a petition for Baloo’s freedom.
  • 2024 - Experts warned that his health is at serious risk.
  • 2025 - After 25 years in a cage, Baloo's suffering continues.

Despite legal protections, Baloo remains caged under an outdated exemption. His continued captivity violates basic animal welfare standards.

Dear Minister Buzoianu,

 

I write to express my deep concern about the situation of Baloo the bear, who is currently in private captivity in Straja, Hunedoara county, and suffering from unsuitable living conditions.

 

Baloo is kept in complete social isolation, receives an inappropriate diet, and shows signs of painful health issues without any visible evidence of veterinary care. Keeping wild animals in captivity without proper care is not only unethical but violates animal welfare standards. Baloo is subjected daily to visual and auditory stress from tourists who pet him and take photos, posing a public safety issue. A bear is a wild animal, not a mascot.

 

I urgently request your intervention to ensure that Baloo is transferred to Libearty Bear Sanctuary in Zărnești. They are prepared to provide him with a safe and natural environment, as well as the medical care he so urgently needs.

 

Over the past 20 years, Romania has made significant strides in animal welfare. Unfortunately, situations such as Baloo's captivity, if not addressed, risk tarnishing Romania's reputation.

 

You have the power and responsibility to make a difference. 178,404 international signatures and counting are calling for the rescue of Baloo. Additionally, 85% of respondents in a Romanian public survey conducted in December 2024 agree that relocating Baloo to a sanctuary, where he can live in a more natural environment, is the most ethical and responsible course of action. I, along with many others, strongly urge you not to ignore this issue and to take action immediately.
